Kazakhstan approves plan to attract $ 150 billion in Foreign Direct Investment by 2029

Kazakhstan has approved a new Investment Policy Concept for 2024–2029 aimed at attracting at least $ 150 billion in foreign direct investment (FDI). The strategy forms part of the country's broader economic development agenda and seeks to improve Kazakhstan's investment climate, increase investment in fixed capital, and diversify the economy beyond traditional extractive industries. The government also aims to maintain annual net FDI inflows at no less than 2% of GDP while expanding investment into non-resource sectors.
The new policy introduces a series of reforms designed to simplify investment procedures. Among the key measures are the launch of a national digital investment platform to streamline permits and approvals, the creation of a unified register for investor issues and complaints, and the establishment of regional investment headquarters to support projects at the local level. The government also plans to improve the effectiveness of Special Economic Zones and industrial zones, introduce investment incentives tailored to specific industries and regions, expand financing for strategic infrastructure projects, and prioritize sectors including renewable energy, transport and logistics, agriculture, manufacturing, and digital technologies.
A significant part of Kazakhstan's investment strategy focuses on strengthening economic partnerships with the Gulf region, where sovereign wealth funds and private investors have become increasingly active in international infrastructure and energy projects. The country expects to attract additional capital from the United Arab Emirates, Saudi Arabia, Qatar, Kuwait, Bahrain, and Oman, targeting investments in renewable energy, oil and gas infrastructure, transport and logistics, agribusiness, mining, petrochemicals, finance, and digital infrastructure. Deepening ties with Gulf investors is expected to support Kazakhstan's ambition of becoming Central Asia's leading investment hub by 2029.
