Kazakhstan has launched the QaJET (Just Energy Transition Investment Platform) in partnership with the European Bank for Reconstruction and Development (EBRD), marking a major step in the country's transition to a cleaner and more sustainable energy system. The initiative aims to mobilize $ 20 billion in public and private investment to deploy 10 gigawatts (GW) of new renewable energy capacity by 2035, helping Kazakhstan reduce its dependence on coal, strengthen energy security, and modernize one of Central Asia's most carbon-intensive economies.
The investment platform is designed to finance renewable energy generation, electricity transmission and distribution networks, grid modernization, battery energy storage systems, and the electrification of businesses, small and medium-sized enterprises, and households. It will also support technology transfer, research and development, workforce training, and other measures to ensure a socially inclusive energy transition. Once implemented, the programme is expected to reduce greenhouse gas emissions by more than 20 million tonnes annually, equivalent to around 7% of Kazakhstan's energy-related emissions, while contributing to the country's goal of achieving carbon neutrality by 2060.
Implementation of QaJET will be coordinated by Kazakhstan's Ministries of Energy and Ecology together with the EBRD under a memorandum of understanding that also brings together international financial institutions, development partners, donors, philanthropic organizations, and private investors. Beyond supporting decarbonization, the platform is expected to improve the country's economic competitiveness, attract long-term foreign investment, stimulate local production of advanced renewable energy technologies, and create a more resilient and diversified energy sector.
