The Shymkent Oil Refinery Expansion Project is a major strategic investment aimed at significantly increasing Kazakhstan’s domestic oil refining capacity and strengthening the country’s energy security. Located in the city of Shymkent, the project will expand the refinery’s processing capacity from approximately 6 million tonnes to 12 million tonnes of crude oil per year, making it one of the largest refining facilities in Central Asia. The expansion is estimated to require an investment of approximately $ 6 billion, covering the construction and integration of new refining facilities and related infrastructure.
The project is being implemented through the long-standing energy partnership between Kazakhstan and China. The refinery is operated by PetroKazakhstan Oil Products LLP (PKOP), whose shareholders are Kazakhstan’s national oil and gas company KazMunayGas (KMG) and China National Petroleum Corporation (CNPC). In early 2026, the two countries agreed on the basic parameters for the expansion and launched the preparation of the project’s feasibility study.
The expansion will be carried out under the so-called 6+6 configuration, involving the integration of a new 6-million-tonne processing unit with the existing refinery infrastructure. The modernization is expected to increase the production of high-quality petroleum products, including Euro-5 standard gasoline, diesel fuel, and aviation kerosene, helping to meet growing domestic demand and reduce dependence on fuel imports.
In 2025, the facility proce ssed approximately 6.23 million tonnes of crude oil, producing more than 2.28 million tonnes of gasoline and over 2.1 million tonnes of diesel fuel.
The expansion project forms part of Kazakhstan’s broader long-term strategy to modernize and expand its refining sector. The government aims to increase the country’s total oil refining capacity from 18 million tonnes to 39 million tonnes per year by 2040.
Upon completion, the expanded Shymkent Oil Refinery is expected to support industrial development, enhance energy independence, create new employment opportunities, and strengthen Kazakhstan’s position as a key energy and petrochemical hub in Central Asia.
