The Atyrau Polyethylene Project is one of the largest petrochemical investments in Central Asia and a cornerstone of Kazakhstan’s strategy to develop a world-class downstream petrochemical industry. The project is being implemented within the National Industrial Petrochemical Technopark Special Economic Zone in the Atyrau Region and is operated by Silleno, a consortium comprising KazMunayGas, SIBUR, Sinopec, and KMG PetroChem.
With an estimated investment value of approximately $ 7.7 billion, the project involves the construction of a large-scale polyethylene production complex with an annual production capacity of 1.25 million tonnes of polyethylene, representing around 1% of global polyethylene output. The facility will produce more than twenty grades of polyethylene for use in packaging, construction materials, consumer goods, automotive applications, and other industrial sectors.
The project forms a key component of Kazakhstan’s industrial diversification agenda by transforming the country’s abundant hydrocarbon resources into high-value petrochemical products. Ethane feedstock sourced from the Tengiz field will serve as the primary raw material, enabling the creation of an integrated petrochemical value chain and reducing dependence on imported polymer products. The development is also expected to strengthen Kazakhstan’s position as a regional hub for petrochemical manufacturing and exports.
Construction activities commenced in 2022, and the project reached an important milestone in June 2026 with the arrival of the first batch of large-scale process equipment in Kazakhstan. The shipment, weighing approximately 12,000 tonnes, included reactors, separators, and columns for the plant’s pyrolysis unit and confirmed that construction activities remain on schedule.
Upon completion, currently scheduled for 2029, the Atyrau Polyethylene Project is expected to become one of the largest industrial facilities in Kazakhstan, generating substantial economic benefits through technology transfer, industrial modernization, and the creation of highly skilled employment opportunities. The project will significantly increase domestic value addition in the petrochemical sector while supporting long-term economic diversification and sustainable industrial growth in Kazakhstan.
