Kazakhstan’s aquaculture industry attracts new investments following legal reforms
Updated: Sep 15

Kazakhstan’s aquaculture industry is entering a new phase of growth following the introduction of a new Law “On Aquaculture” in June 2025, aimed at creating a more favorable environment for domestic producers, supporting import substitution and strengthening the country’s export potential.
One of the key measures introduced by the legislation is a special tax regime for aquaculture enterprises, reducing mandatory budget payments by 70%. The reform is expected to support investment, modernization and expansion across the sector.
Kazakhstan’s aquaculture production reached 18,200 tons in 2024, 2.5 times higher than in 2021. The sector’s value also more than doubled during the period, rising from ₸ 6.5 billion to ₸ 14.9 billion.
Investment activity has also been significant. Capital investment in aquaculture reached ₸ 22.3 billion in 2023, while the Fisheries Committee has announced further projects, including a ₸12 billion trout farming project.
Over the next two years, 39 new aquaculture farms are planned across Kazakhstan, with total investment expected to reach approximately ₸50 billion. The developments point to growing opportunities in Kazakhstan’s aquaculture sector as regulatory reforms, state support and private investment drive the expansion of domestic fish production.
